| Peter's experience in the environmental area began in 1980 at the United States Environmental Protection Agency, where he led the development of rules and policies for the enforcement of pollution control laws. His government experience continued as a Deputy Attorney General for the State of Indiana, where he had sole responsibility for civil enforcement matters involving air, water, and soil pollution, defended state permit decisions, and litigated cost recovery and cleanup matters. In subsequent positions with major corporations (Southern California Gas Company and Unocal), as well as the law firm of Greenberg, Glusker, Fields, Claman and Machtinger, Peter successfully handled investigations and enforcement actions involving pollution control laws, structured deals for clients purchasing and selling properties with contamination issues, brought and defended cost recovery actions, represented clients in Superfund matters, and successfully appealed agency cleanup decisions. He has obtained coverage for pollution problems under clients' old insurance policies, as well as negotiated environmental insurance policies that facilitated deals at "brownfields" sites.
In his solo practice, Peter continues to handle a wide variety of pollution-related issues. He structures deals for clients purchasing and selling properties with contamination issues, advises clients on contaminated property cleanups, advises clients about environmental issues in business transactions, including contracts and acquisitions,
represents individuals identified as "potentially responsible parties" in connection with area-wide Superfund sites, and handles the defense of enforcement actions, underground tank problems, asbestos issues, and Proposition 65 compliance.
